Specialized Experience: You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the federal government, performing duties such as: Research and analyze compensation, pay, and leave issues under Title 5 and non-Title 5 authorities. Provide expert advice and guidance on interpreting policies, regulations, and statutes. Analyze proposed legislation and regulation for organizational impact. Write policies, decisions, and responses based on research and analysis. Substitution of education in lieu of specialized experience may not be used for this grade level.
